PAY IQ PRICE FOR CITY ADVERTISING. The city council Monday night again considered the .city advertising, in explaining why the advertising committee, com-mittee, consisting of Chas. Humpn-rli, Humpn-rli, Sam Thomas and J. B. Dana, were paying 70 cents an Inch for advertising, ad-vertising, while the Standard Publishing Publish-ing Co. had hid M cents for the city's ' business, Hvumpbiis and Thomas were not fair to this paper. Hearing of this boast and learning that, notwithstanding the Standard had a contract with the olty, all the printing for months had beon sent to 'the other paper, the' manager of thia paper met both Humphrta and Thomas 'on the street, and accused each with puniehlng the Standard for -exercising the right of free- criticism of tho council. Doth admitted the charge and proceeded to Justify their actions Councilman Dana, howover, wanted the advertising to go to tho lowest bidder, bid-der, without regard to any criticism made by any paper. Messrs. Humphrls and Thomas thereupon refused to acknowledge ac-knowledge Mr. Dana as a member ot the committee and sent the printing away from the Standard Mr. Dana brought the matter up 1n the council about a year ago and, as a result, Mr. Humphrls called on the Standard business manager and asked him to make a verbal bid for the city printing. The Standard manager said that ho would refuse to make a verbal ver-bal bid, but would make a sealed bid to bo opened in tho presence of th city council. Mr. Humphrls wanted to know why the Standard would not make a verbal bid and he was informed inform-ed that he (Humphrls) had been telling tell-ing on the streets how ho va3 going to do up tho Standard and how ho was golpg to get even with the Standard Stand-ard for hating criticised the, city coun- i cil; that he had convinced the management manage-ment of this paper that ho was an enemy ene-my of the papor and that he did not la-tend la-tend to bo fair or Just with this paper. Tt was then agreed that tho Standard Publishing company should send a sealed bid to tho city council and that Mr. Humphrls should get a verbal bid from tho other paper. The other paper bid 70 cents por Inch and this paper bid 50 cents per Inch. When .the latter bid was read in the council it was referred to Mr. Humphri3' committee, com-mittee, and tho city has been paying 70 cents an Inch for city printing ever since. It appears that Councilman Humphrls Humph-rls and Thomas were placed on tbt9 special committee by the council and mayor for the express purpose of pun- ishlng this paper for not agreeing with tho city administration on Its 'every act. Councilman J. B Dana, of course saw from the beginning that thero was something crooked about the committee letting the advertising when the bills came In every month for 70 cents per inch, and time and again he brought the matter before the council and denounced tho action of the committee, but the council always al-ways voted him down, but when ho resigned from the committee the council coun-cil refused to accept his resignation j and so matters went on until last Mon-I Mon-I day night, when he again demanded that the advertising be given to the lowest bidder. So vigorously did Dana fight for tho saving of over 40 per cent of the expense of advertising bills that tho committee was discharged dis-charged and new bids called for.
