That party lines will be eliminated during the consideration in the hou9e of the Payno tariff bill was indicated by the action of Representative Brouasard of Louisiana, in withdrawing today from the meeting of tho minority members of the committee because he differed from tholr views on the tariff. With few exceptions each member will fight for the Interests of his home district. There is little prospect of a lengthy general debate and the consideration con-sideration of the measure under tho flve-mlnute rule for amendment wll be proceeded with as soon as possible, possi-ble, probably by the end of this week. Unless a "gag" rule for the prevention preven-tion of unlimited amendment under the five-minute rule is brought in, the minority members or the ways and means committee will not report a separate bill. Their report will bo drafted by Minority Leader Clark and will severely criticise tho wool schedule. It is contendod by the Democrats that it has not been cut sufficiently to place it on a revenue basis. . Probably numerous amendments amend-ments will be offered and heated discussions dis-cussions are anticlptod. The inheritance tax, Philippine free trade, internal revenue and maximum and minimum features of the bill are indorsed by the minority loaders, and there has been much favorable comment com-ment on the measure by Democratic congressmen. Champ Clark today declared de-clared that he had not had sufficient time to look into Us provisions to enable en-able him to comment upon tho measure. meas-ure. It is expected that minority loaders refer to the recommendations on the quantity of sugar ond tobacco that can be admitted from the Phillpplens free of duty. Several Southern Demo-carts Demo-carts favor free trade provisions amended so as to exclude rice, their contention being that rice could be sent from the Philippines to the United States markets and sold for two cents a pound if admitted free from the islands. This, they say, would ruin the rice Industry In this country. A number of Democrats will join with some Republicans In an effort to keep the duty assessed by the Dlngley bill upon lumber. The light for free lumber will be headed by Champ Clark, It Is understood. He has tre-quently tre-quently expressed himself In bitter terms regarding the lumber situation in this country. During the tariff hearluga , he arraigned the lumber magnates and delved deep Into the intricacies of stumpage and railroad land grants. It is thought there will be no serious seri-ous opposition to the tariff on tea. Great Britain and France probably will be the first countries to secure the benelU of the minimum rates named in tho Payno bill. "According to the committee's report, re-port, made today, Great Britain has been unable to secure the benefits of reciprocal trade agreement, provided for the Dingley bill, although she has treated this country fairly In her customs cus-toms acts. As the French trade agreement with the United Slates contains no provision provis-ion for the continuance or any time after it has been abiogated by either nation, France may receive the benefit of the minimum rates of tho Payno bill a6 soon as it is enacted, the matter mat-ter being entirely in the hands of the French government. France Is now revising her own tariff on a maximum and minimum basis. The way and means committee estimates es-timates that the entire revenues to the government for tha fiscal years. 1910, provided the Payne bill is in operation, will be $862,065,885. As the amount for which revenue will bo require for 1910. is estimated at ?872.-221,701, ?872.-221,701, it is claimed tho dcilclt tor 1910 will be about $10,000,000, |
