Show RAID IN BERLIN COUNCILS MAY BRING ON STRIKES BERLIN. Aug. 25. (By The Associated Asso-ciated Press.) A sensational raid by Gustave Noske. secretary for military affaire on the premises occupied bj the ultra-radical executive committee of the working men's councils of greater Berlin threatens to participate another general strike. The raid was a result of trouble tween Noske and a "rump" board of the councils dominated by Richard Mueller and other Independent communist com-munist agitators. The stmcsle srew out of an ai tempt by Mueller to fore?-elections fore?-elections of "shop councils" in ad vance ot the issue by the government of a writ for the elections. Fearinz the defeat of their radical o lei prosr.im ihe. ultra radicals proceeded pro-ceeded to make extensive arrangements arrange-ments for balloting in the big industrial indus-trial plants when the government stepped in and informed the workers that the elections would be invalid. The radicals immediately proposed to perfect a plan for elections to be held under their direction. This resulted re-sulted in Noske's ordering the raid.
