Show oo PROPOSAL IDE Br AMERICANS LONDON, Sopt. 18 Tho American delegates to the inter-Allied and Socialist So-cialist conference today presented proposals pro-posals that the conference endorse the 11 points laid down by President Wilson Wil-son as the conditions on which peace may be established and maintained. The Amorlcan proposals declare it "to be our unqualified intention to do all that lies in our power to assist our Allied countries in marshalling all their resources to the end that the armed forces of the Central powers may be driven from the soil of the na-I na-I tion which they have invaded and now occupy and thai these armed forces shall be opposed so long as they carry car-ry out orders and respond to the control con-trol of the militaristic and autocratic governments of the Central powers which now threaten tbo existence of all self-governing peoples." The fundamental principles which must undcrly the peace J.realy are declared de-clared by the American delegates to bo as follows t . - A league of" the free peoples oj ihe world in a common covenant for gen i uine and practical Co-opewlion to se- euro justice and therefore peace in i the relations between the nations. No political or economic restrictions' meant to benefit some nations and cripple or embarass others. "No indemnities or reprisals,, based upon vindictive purposes or a deliberate delib-erate desire to injure, but to right manirst wrongs. "The recognition of the rights of small nations and the principle .that 'no people must be forced under a sovereignty under which it does not wish to live.' "No territorial changes or adjust -'nient of power except in the furtherance further-ance of the welfare of the people affected af-fected and in tho furtherance of world peace." The proposals assert that tho following fol-lowing basic principles should also be incorporated in the treaty of peace: "In law and In practice the principle shall be recognized -that the labor of a human being is not a commodity or an article of commerce, i "Involuntary servitude shall not exist ex-ist except as punishment for crime for which the party shall have be6n duly convicted. "The right of free association, free assemblage, free speech and free press shall not be abridged: ' seamen ol me mercnani marine shall be guaranteed the right to leave their vessels when they aro in a safe harbor. "No article or commodity shall be shipped or delivered In international commerce in the production of which children under sixteen yars of age havo been employed or permitted to work. "The basic work day in industry and commerce shall not exceed - eight hours. i "Trial by jury shall be established." The American proposals favor a world labor congress at the same timo and place as the peace conference and also direct official representation of workers in the official delegations of each of the belligerents fcrmulatlng tho peace treaty. on- . |
