Langhorne. commander of the Big Rend district, and Colonel Martinez Ruiz, thefederal commander of the district opposite here The agreement was reached at a second parley held last night at the Santo Nino ford, where four Mexicans were killed Wednesday Wed-nesday when American troops fired across the ford, following a series of snipincs bv Mexican federal soldiers, ten of whom crossed the border Sunday Sun-day and fired on a rancher. By the terms of the agreement any nipinc occurring on either ihe American Amer-ican and Mexican ides of the Rio Grande VflW be reported at onef to the responsible commander who will take immediate steps to stop the firing and punish the snipers.
