March 21. 12:50 p. m The I new ministry of Alexandre Bibot made Lsfl its declaration today, pledging itself to carry on the war with all possible en-ergy en-ergy The declaration, which was read 'in the chamber of deputies by Premier Ribot and in the senate by Rene Vi-j Vi-j viani, minister of justice, opens with the affirmation: "We are resolved to wage with the utmost vigor and to a victorious end the terrible war into which we were i drawn by inexcusable aggression. We j shall wage it, not as our enemies, in a spirit of conquest and domination, but with the firm resolve to recover the provinces formerly wrested from I us and obtain reparation and guarantees guaran-tees to prepare a durable peace, found- IH i ed on respect for the rights and liber-j liber-j ties of peoples." The declaration refers to the retire i ment of the Germans on the French front, which, it says, "is without doubt .i prelude to other battles in which the enemy will 1 haust his last resources."
