One thing the congressional revenue makers have oerlooked In their devices de-vices to extort money for war expenses: ex-penses: A tax of ?5 or even ?10 upon every eligible citizen who fails to vote at a legally called election would produce pro-duce some revenue, but its recoil would be of more value, for it would practically abolish the slay-at-home that has frequently shaped the course of events by mere mental inertia. It seems to be conceded that the vote Is a personal privilege that can be waived, rather than a public duty; but In reality the voter who stays away from the polls is evading a personal responsibility, and If a non-voter's tax were prescribed, it would do a great deal toward correcting this condition.
