Finch, who has been in charce of investigations instituted by the department de-partment of Justice In enforcing the white slave law. no is In communication commun-ication with a group of philanthropists philanthrop-ists formulating plans for a national movement to reclaim victims of the traffie. Mr. Finch has Just returned from New York where he consulted some of the leaders in the proposed philanthropic and although he declined de-clined to discuss the details of the plan he said no embarrassment for funds was expected. It Is understood John D.
