last evening the special water committee consisting 0 davidson Davi williams cragg and chambers rendered their report on the advisability of the city constructing its own water works this Is the outcome of the application for a franchise by the citizens water company which has al soa deferred the action on the application for a franchise asked for by the ogden water works company two ago be committee was supposed to report on the matter but at that time they asked for further time to prepare their report on the ground that the engineer had been unable to render a report the necessary time was granted and last night the report came up and was referred to the finance committee which leaves the matter still in the air the committee report which was one of the first matters brought before the council at last nights meeting was as follows the approximate cost of building water works as calculated by the engineer with two reservoirs lined with cement would be for building the same system and omitting the cement lining tor the present the work can be done for about ogden city can at the present time issued bonds to the amount of this will leave the estimated deficit of of installing the new water works system this amount of can be paid from the general fund within two years ogden city is now about to bold an election tor the issue of bonds to build the sewers in sewer district no 10 but this work can be done by means of scrip thus avoiding any necessity of using ny money derived from the sale of bonds leaving all available bond money to be used tor water works to the amount stated we therefore respectfully recommend that in view of the importance of this undertaking a special election be held at as early a date as possible submitting to tax payers of ogden city the question whether the city shall build its own water system or not mr davedson Dav ldson promptly moved the adoption of the report when mr chambers took the floor and stated that the city could not build a water works system merely on a report of that sort which be thought should go to the finance committee mr paino said it was a wrong time to bring up the question that he believed it was gotten up for no other purpose than to kijl the sewer proposition in order to try and get some abing that will fall through in the end and that it was not right to bring the matter up before the for tho creating of both side madison avenue between twenty third and twenty fourth streets and twenty fifth and twenty seventh streets as a sidewalk district 0 a motion of mr chambers he city engineer was instructed ted to draw up 9 notice of intention tor the same another petition read from W IL bayis and others for the creating of a sidewalk between monroe and jackson avenues on both sides of twenty fifth street on motion of mr chambers the petition took the same course as the previous fous one several applications tor retail liquor licenses were granteed grant jed after which the recorder announced that no protests had been received against the proposed building ot sideways on washington avenue between twenty second street and tha ogden arver bridge mr chambers moved inasmuch as the city bad gained jurisdiction that the city engineer pe instructed to draw up the necessary ordinance which motion prevailed mr nye then brought up the matter of tha gutter on ane cast side of washington avenue between twenty fourth and twenty sixth street being detective causing the irrigation water to flood the streets so as to almost become a nuisance after come debate the east side ot flath street was also included in a motion to the effect that the city engineer be requested to make some plan for the improving of the gutters referred ed to so as to require the water to properly run off the motion prevailed mr williams then entered a protest against the way in which the curbing and guttering was being done intimating that favoritism was being shown and stated that he thought that the work should be dono in the order in which the city add gained jurisdiction in a motion the city engineer was in strutted ted to prosecute this work in the order in which the city bad gained jurisdiction and without discrimination in ahe maffer of macadamize ing washington avenue between twenty second treet and tho ogren river bridge mr carr succeeded in getting the block between fifth and twenty sixth streets included in a motion to the effect that the work should be done this season the motion prevailed and it Is the intention fo prosecute the work as soon as possible after the
