scorches senator brown senator brown made a speech in the senate on june and 2nd in which he as baided bailed those senators who voted against the dingley bill and took especial delight in directing his sarcasm and sneers at senator of idaho who was not present at the time the duty of replying fell upon the shoulders of frank J cannon and henry M teller and so nicely did our junior senator perform bis task that we reproduce the speech in fall from the congressional record of last tuesday mr president it is probable that 90 per cent of the american people believe that the power to issue bonds should be withdrawn from the administration if it ever existed there constitutionally and legally and that it should be reposed again in the hands of the representatives senta tives of the people the granting of such authority was a danger its appalling misuse by the present administration is an achieved disaster I 1 believe in the bill now pending and shall therefore vote tor it as also for the resolution which has been proposed to serve notice that all bonds hereafter issued without consent of congress shall be considered void having said so much mr president aich is all that is necessary on this question I 1 might conclude but for the necessity of referring to strictures which have passed upon those republicans who chose on the day of february of the present year to vote according to conscience and the will of their constituents and against consideration of the so called dingley bill it has become the fashion of late on the part of th ose senators who do not believe in the free coinage of silver to hold up to popular disapproval and to invoke the detestation of the people apon the senators of republican faith who coined with the democracy and the populists lists in favor of silver as against a partial and indefensible tariff it is noticeable that such remarks usually come from who have political fences to repair at home and who beeline the need of an argument to reen torce a position already declared by their people to be untenable seek to transfer disapproval from themselves either to their colleagues or to other senators belonging to their own party I 1 have the utmost sympathy with such gentlemen and 1 do not desire to resent with any unkindness the attacks which they may choose to make if any man can find comfort in this way if he can win back the lost love of his people if he can again acquire their confidence by such methods no matter vho aho may be the object of attack I 1 simply pity him as I 1 always pity weakness but mr president it is not within the province of anaman on this floor to cast aspersion upon any one of the five senators of republican faith who on ahe so h of february voted against the consideration of an iniquity a monstrosity in legislation nor is it just to allow such aspersion to be attempted without corn ment the dingley bill would have taken from those who had not to biye to those who already had too much it was a narrow a sectional an unjust measure this is not to question the conscientious rote or speech or conduct ot any man upon this floor I 1 believe ht thos who themselves are honest in their motives and in their deeds are ready to concede that others are also honest the imputation of insincerity attempted to be cast upon us reflects directly back upon the men alo utter it A hypocrite fancies all others are guilty of hp no matter how straightforward their course 1 know of only two influences which should guide a man in this chamber or in any position of public trust the highest and the first that which should always control is conscience A man should first satisfy his own idea of right next to that he should gratify the wishes of the people who sent him there I 1 do not care to tall into the custom which is more honored iu the breach than in the observance of makenz a speech to my constituents from this chamber by which to repair gome break in the lines of selfish or political interests at home but I 1 do wish to say that there is not one of the five senators upon the republican side who voted against the consideration of the dingley bill who has not bad a vindication which any man no matter how high his station might well take ath pride unto himself thos II 11 carter and lee mantle senators of the united states from the state of against consider aaion of that bill at the ensuing state republican convention they were anani measly returned to the national conven tion 0 the republican party fred T dubois a senator from the state 0 idaho voted against consideration of the dingley bill at the ensuing state republican convention in idaho he was returned to bead bis delegation to st louis with only five dissenting votes and by the way mr president he was the only senator from the state of idaho who was thus honored by his people as he was the only senator from the state of idaho who chose to vote against consideration of the dingley bill henry M teller a senator from the state ot colorado voted against consideration of the dingley bill and he was unanimously sent to st louis at the bead of the delegation from that state and the other delegates were instructed to follow bis leadership one senator frem the state of utah voted against the consideration of the dingley bill and at the ensuing state convention he received I 1 votes out of a total of and his nearest competitor received more than votes less than that number mr president the five senators from the silver states who declared that a pro teeth e tariff sectional and unjust should not become a part of the revenue system of the united states by their votes and who declared in public announcement no that no protective tariff dis associated from bimetallism would be sufficient to relieve the distresses of the people of the united states have all the consolation which they need doubtless each one of them feels the approval 0 his conscience and each one of them hs positively received the in dor of his people at home I 1 have no desire to reflect upon any gentleman oa this floor or elsewhere but I 1 do know that the great beating heart of the intermountain states is for free and unlimited coinage of silver and that the people there take for their leader on this question henry M teller rather than the distinguished senator from ohio mr sherman any gentleman to pacify bis people at home by saying that he voted tor the free and unlimited coinage of silver or for the consideration of a measure looking in that direction by following the leadership of the senator from vermont mr morrill and the senator from ohio mr sherman and the senator from rhode island mr aldrich rather than the leadership of the senior senator from colorado mr teller will find that his people reject magnificent technicality and splendid hairsplitting and plant themselves on the plain common sense of the proposition THE SAENGER FEST ot the mortn american opens at anis
