Show STILL DISAGREE senate and the conference Con ferenc reports insist on the public buildings item remaining naval bill disagreed to house passes deficiency bill washington june 6 the sanate gave its almost undivided attention to lay to conference reports on the general appropriation bills the first that came before it was the sundry civil bill where no agreement bad been reached incon f ere nee the chief point in controversy between the two bouses was as to a number 0 senate amendments for the construction of public buildings in the capitals of four new states idaho wyoming montana and utah and for the of the limits of expenditure in that are being constructed ted in kansas city mo ravan bah ga and camden N J all of which were resisted by the house conferees the senate however by a unanimous vote insisted upon these public building amendments and the bill was referred bacce for further conference the next conference report that came up was on the indian appropriation bill boinis of disagreement had been fettled in prior partial reports and there had only remained two matters to be adjusted these were aa to the payment of lawyers fees on ane old settle s or western cherokee claim and as to contract schools for indian children both these items were now adjusted the first by an instruction to the secretary of the interior to withold the fund until further legislation is had and the second by limiting the continuance of contract schools to the ast 1st of july 1897 instead of 1898 the conference report was agreed to without any contest the third conference report was on the naval appropriation bill it was a final report but it was disagreed to apas 22 nays 24 and the bill goes back for further conference the controversy was as to the number of new battle ships the conference compromise fixing the number at three and as to the limit of price for armor plate for these ships the conference compromise fixing the price at per ton the contention of the senate was for two battle ships and per ton that of the house for tour battle ships and a ton the senate at adjourned until r monday at noon A r the house washington june 6 although this was to be individual suspension day in order to enable the house to dispose of certain measures chich were being passed upon the speaker for consideration but one such bill waa acted upon by the body in a session prolonged largely beyond the usual period that was the senate bill to regulate fourth class mail matter which was passed upon a motion by mr loud rep cal the effect of the bill is to out of the mails the supplies and storey of the executive departments which under a liberal construction of the postal laws and regulations have been held to be matter mr loud stated that it cost the government 12 cents a pound to carry this stuff whereas id could be transported by express corn panics at not to exceed two cents a pound mr parsons rep vt brought up the bill clothing the purchasers of the atlantic and pacific railroad under foreclosure sale with the game powers privileges and obligations aa those possessed posse saed by the original corporations but it was withdrawn to avoid a hostile vote the greater part of the afternoon was devoted to the presidents veto of the general deficiency appropriation bill it was vigorously attacked by mahon beep pa and grosvenor dem mo nd savere dem texas and finally sustained by a vote of to 39 mr cannon then presented a revised bill omitting the french spoliation and bowman act war claims and several individual claims all included in a t ingle amendment and moved that the rules be suspended and the bill passed this was opposed by mahon rep pa richardson dem tenn evans rep tenn and wellington rep md chiefly on the ground that the bill bad made no to the war claims and the house and senate bad voted that they ought to be paid the house however refused to go with these gentlemen and passed the bill to 43 the committee on ways f and means majority and minority upon the question of reciprocity was presented and copies of each ordered to be printed A bill was passed extending the jurisdiction of the united states courts over crimes committed in the indian territory and providing for the leasing of mineral farm and grazing lands at pm the house took a recess until 10 monday |
