I The postal savings bank system I was established in tho Philippines I several yoars before lu Introduction I in the United States and It haB met I with phenomenal success. There are I now more than 37,000 depositors, 80 I per cent of whom aro natives. Tho I amount on deposit at the present tlmo I is about $11,375,000, and th tidlvldual I sums range from the. smallest I amounts to 17,000 pesos, or about ?S,- I enn I The postal savings bank does not pay in forest on amounts over $500; there are, however, hundreds of natives na-tives who prefer to deposit their wealth for safekeeping oven if they do not realize interest on U. Before the establishment of tho postal savings sav-ings banks there -wore no means whatever whereby tho native could safeguard his money except to bury It, there bolng no banks whatever In the rural districts. The system has, grown In a phenomenal phenom-enal way since tho beginning, or at least since it was successfully demonstrated demon-strated to tbo natives that they were thus provided with a eafo depositing place for their money, last yoar's increase in-crease of business having amounted to 101 per cent over that of the year previous. There aro about 15,000 American residents in the Philippines, of whom about 10,000 are government fm-ployes. fm-ployes. Their salaries range from 51,500 a year up to tho governor-general's salary of $3,000.
