Much significance Is attached to the effort made today by Representative Nolan to securo tho enactment of a rule which would permit the calling of the roll on minor questions in tho Joint assembly. The proposed rule was defeated de-feated on a rising vote of 40 to 41. Four Democials votod in the affirmative affirma-tive and one Republican in tho negative. nega-tive. The effort for the rule is the outgrowth of ti ruling made by Lieutenant Lieu-tenant Governor Allen to tne" effect that the roll catrnot bo called in joint assembly except on the vote for United Unit-ed States senators. Domocrats fear that in tho closing hours of the session the lieutenant governor will, on a viva voce vote declared the joint assembly dissolved, sine die, before a United States senator can be elected. The proposed rule provided that a roll-call roll-call could he demanded hy any five members on any pertinent question.
