Kellogg Makes Proposals to Ghina Washington Secretary Kellogg made public Sunday the text, of direct proposals he has transmitted to the miliary heads of the two Chinese factions fac-tions fir exclusion of the Shanghai in-tcnr.it in-tcnr.it ional settlement from the zone of hostilities in China's civil war.
