"Then," said Sampson Snail, "one of the first things you had better do is to make a rule and a by-law and a regulation and all the rest of it. imJ you'd better post these notices everywhere every-where : " 'There is to be no hurrying in this club.' " Both Grandpa Frog and Lionel Lizard Liz-ard laughed hard. "My idea wus," said Grandpa Frog, "for us to have a club and call it the Frogs', Lizards' and Snails' Department Depart-ment of Water Health." "Something the same idea as I had," said Lionel Lizard, who was a water lizard of course. "Weil," said Sampson Snail, " I may agree with you when I get around to thinking about it. But I musn't be hurried." Days passed, and after a long-drawn-out talk on the part of the snails, Sampson came to Grandpa Frog and Lionel Lizard, who were having a chat at the time, und he said : 1 "Friends, we have agreed, we think the club would be nice,, and we like the name. "But we haven't yet had time to discover dis-cover Just what it means." "You've had time enough to think about it," laughed Grandpa Frog. "Not in our time," said Sampson Snail. "Well, I will explain to you," said Grandpa Frog, "and by the time the Grandpa Frog and Lionel Lizard Laughed. club is really yery old you snails will know all the rules and regulations regula-tions which Lionel and myself and our families now know. "But you'll be good members, so we'll let you in before you have learned all the rules. "You see, they have committees or organizations or something of the sort called departments of health. "They're to see that things and cities and buildings are kept clean. "Well, all of us purify water. We do a great, great deal of good, so we should be culled something special, and let people know about us. "That's the idea of the club." And all the snails were made members, mem-bers, too.-' The club was a great success nnd did a great deal of very line work. But in addition to the work they did they had n great many parties. Usually the snails came to the second party thinking it was the first, bin they had a good time just the same. And they had banquets nnd made speeches and enjoyed themselves hugely which of course is a lot of enjoyment ! |
