Diplomatic represen. tatlves of various countries, who have inquired as to the course of the United Unit-ed States government in the Mexican situation., have been advised informally inform-ally that the outcome is being awaited await-ed of the conferences of Duval West, personal representative of President Wilson, with different leaders, and between General Carranza. and Charles Char-les A. Douglas, a Washington attorney attor-ney now at Vera Cruz. Douglas, who is a friend of Secretary Secre-tary Bryan, went to Vera Cruz, with Kliseo Arrendondo, Washington representative rep-resentative of Carranza, to discuss with the first chief International aspects of the .Mexican situation, with a view to securing a better understanding under-standing with him of pending questions ques-tions relating to foreigners and their interests. Duval West is to confer with Villa and other chiefs and on the information informa-tion reported through these channels it is believed ar further development of the Washington government policy toward Mexico will be based. The state department has listened sympathetically to the complaint of mistreatment of foreigners, including priests, by Carranza forces, but it has not felt justified in going further than instructing Consul Silliman to point-out point-out to Carranza and General Obregon the impropriety and unwisdom of their action, and it has informed inquiring powers that notiing more is to be done.
