The Wall Street Journal observes: "Congress and the ad-ministraton ad-ministraton smply wll have to shelve some new-spending new-spending notions The government can appeal for business cooperation as often as it wants to, but if it doesn't start doing its part of the job, and doing it soon, we all stand to lose quite a lot and perhaps for a very long time indeed."
