In summarizing the results of the survey, Utah Foundation Founda-tion analysts note that "the financial problems and the debate over taxes are issues 1 not unique to Utah. According to Utah Foundation, Founda-tion, the private tax research organization, a recent national survey disclosed that proposals for new or Increased taxes were up for consideration in at least 38 of the 47 states holding regular legislative .sessions this year.
