As a result of comments received re-ceived by bureau officials, implementation of the permit system has been postponed! until the proposal can be stud-1 ied further as to processing procedures and fee schedules. , Mr. Nielson encouraged submission of additional suggestions sug-gestions and comments concerning con-cerning the permit proposal. At public meetings in Salt Lake City and Moab interested persons indicated a need for some kind of regulation of this type of outdoor use of BLM-administered lands but there was disagreement as to how this regulation could be accomplished to protect the resources and lessen conflicts between uses. Some operators have filed with BLM district managers for special land use permits and Mr. Nielson said they and others have the prerogative of filing applications to document docu-ment their uses' and obtain authorization. |
