He stated that the county would be greatly benefited by the proposed national program of super-highway construction, construc-tion, but that the county and state must build secondary and market roads if the county Is to prosper. He listed the development of the road leading from Cedar City to Panaca. Nevada, and the road from Paragonah to connect highway 91 with highway 89, as second In Importance Im-portance only to the development of 91 itself.
