If the chief secretary vished to hear views of landlords and tenants at the same time he did not see any I objection. There was one thing more important than the conference question, j and that was was there going to be a split in the landlords' ranks. A resolution connrmmg that passed at the convention conven-tion in Dublin on the conference question ques-tion was agreed to. . y- " The Royal Society for the Protection of Life from Fire on Tuesday awarded a certificate and one guinea to Acting Sergeant Peter McCaffery, R. I. C, Clondalkin. County Dublin, for his plucky action in rescuing the watchman watch-man at the Leinster paper mill there on Oct. 5.. The man, who had fallen asleep, was stupefied by smoke from the fire which had broken out, and was only saved jn time, as shortly after the roof fell in. Certificates and two guineas each were also awarded to Sergeant J. Patterson. R. I. C, and Joseph Murray Whitehead, County Antrim, for their plucky action on June 26. The careless throwing down of a light set fire to a lady's dress, and both men had their hands severely burned before the flaniis were extinguished. Russell started out ! on his political career he was a deter- j mined enemy of the idea of Ireland for the Irish, and down to a few years ago he gave an unwavering support to Hie ' policy of ruling the country by coer- j cion. The change which has come over his yie,ws, by' reason of long acquaintance acquaint-ance with Ireland as it is, is certainly startling. Here is his picture of the situation today: "What is the use of talking of a united empire with Ireland in a state of veiled rebellion? What is the use of talking even about a united kingdom with two-thirds of that country held down by armed-men, with trial by jury suspended, with police manufacturing and . promoting outrages, with public discussion of paramount issues carried on at the risk ot imprisonment ana hard, labor? Take the west of Ireland, j Look at the Westport Union. It has a population of 37,381. The poor law. valuation val-uation of the agricultural land is 43,-, 43,-, 062. little more than 1 per head.
