Kaiser Appoints Catholic Professor. Berlin, ' Oct. 19. For several weeks there has beer a sharp controversy in the German press over the appointment appoint-ment of Dr. Spahn to the chair of history his-tory in the University of Strassburg, as he Is a Catholic and a son of the well known Centrist or clerical leader in the lieichstag. Emperor William has just confirmed the appointment, tele- graphing as follows to the Statthalter: "I rejoice to show my Catholic subjects sub-jects that recognized scientific ability, j. based upon patriotism and fidelity to the empire, will be utilized by me for the welfare of the fatherland." Commenting upon the dispatch the j Vossische Zeitung says: "Never before had the crown made such a public demonstration when con- , firming the nomination of a professor, j however eminent."
