Show UPHOLD CONSTITUTION. An interesting movement in behalf of constitutional government has been launched in the south by a new organization known as the - Southern Comm'ttee to Uphold the Constitution, Constitu-tion, headed by John Henry Kirby of Houston, Texas, a veteran Democrat of that state. Although the formation of the committee was begun only a few weeks ago, it now has representatives in 10 southern states and is growing rapidly, according to recent an-nour.ceii'.ients. an-nour.ceii'.ients. The organizat'on is composed almost entirely of Democrats, Demo-crats, who are disturbed by the usurpation usur-pation of power by various executive departments of the government, and the virtual abdication of congress with respect to its legislative functions. func-tions. The committee has issued a declaration declar-ation of principles, which are merely a reaffirmation of adherence to the cor.st'tution and its distinct division of governmental powers into three branches legislative, executive and judicial which have obtained since the foundation of the republic. It believes laws should be made by congress, instead of by orders and rulings of executive officials; also that laws should be written clearly within constitutional limits. The committee opposes the use of public funds for the establishment of industrial enterprises to compete with . private business, and would uphold the sovereign rights of the several states and the private rights of the citizen. Discussing the objects of the organization, Chairman Kirby said: i "We are not organizing to battle ' for any candidate. Our first concern' is for the continuance of government in America that conforms to the principles prin-ciples of the Declaration of Independence Indepen-dence and the constitution.
