With this end In view ho has telegraphed to E. H. Harrlman at Now York, reciting tho inability to secure se-cure action by congress becnuse of tho adjournment for tho Christmas holidays. Tho president told Mr. Harrlman Har-rlman that It Is Incumbent upon him to closo tho break, nnd that action should bo taken without nn hour's delay. de-lay. Mr. Harrlman replied that tho Southern Pacific lias no control over tho California Development company, but ho would nuthorlzo tho Southern Pacific blllcers to try to repair tho brea , trusting congress to tako action later to assist with tho burden. Tho president promised to make recommendations recom-mendations to this end.
