Tho president says that he will ask congress for authority to use govern ment transport vessels to carry food to tho famine stricken region. Tho proclamation is as follows; "To tho Peoplo of the United States: "There Is an nppullng famine In China. Throughout a district covering over 40,000 squuro miles and supporting support-ing a population of 16,000,000 tho crops havo been destroyed by Hoods, and millions of people are on the verge ot starvation. Thousands of dwellings have been destroyed nnd their inmates nro without homes. An urgent appeal has been made for the assistance of tho United Stntes. "Our pcoplo liavo often under similar sim-ilar conditions of distress In other countries responded generously to such nppcnls. Amid our abounding prosperity nnd In this holiday season of good will to man, assuredly wo should do our pnrt to nld tho unfortunate unfortu-nate nnd rollcvo tho distressed among tho pcoplo of China, to whom wo havo been allied for so many years in friendship friend-ship nnd kindness. "I shall auk congress upon its noxt day of session for authority to uso our transport vessels to enrry flour nnd other food to tho famine stricken region. re-gion. "I recommend that contributions for the purchase of such food nnd other appropriate relief be sont to tho American Am-erican Notional Itod Cross, which will tako care of tho expenditures.
