The road will remain on the upstream employees assigned to work at the dam site. Q: What hours will the contractor work? A: Right now, we foresee the contractor working 16 to 20 hours daily, six days a week. Q: When, and under what conditions, will there be road closures? side, but below the top of the new embankment. Also, liquefiable materials within the downstream foundation of the dam will be removed and replaced with compacted material. Q: How long will the next phase of the work last? A: Reclamation had planned for the work on the embankment phase of the Pineview Dam construction to, conservatively, last two years, but it’s possible that it may be completed as early as January 2004. It should last no longer than two years. At this time, those are our best estimates of a timeline for construction. Q: What is the project costing? A: The contract for the upgrade of the spillway phase is approximately 3.5 million dollars. The contract for the upgrade of the embankment phase of the work is approximately 6 million dollars, which includes costs for relocating pipelines and utilities to accomplish the work. Q: Will there be enough people for the work? A: According to the agreement with the contractor, there will be between 30 and 40 A: Although the radial gates are now installed, the radial gate house will be rebuilt and all new machinery will be installed. Because of this, we’ll still need the crane on the road to set forms for the gate house, and we anticipate that we’ll be working on the radial gate house for at least three weeks, or until about May 1. Because of the nature of the work, it is not always known in advance when we will need to have the road open or closed, but we will try to know far enough in advance to notify the public. Q: How will the road be affected by the next phase of the work? A: To comply with construction constraints and alleviate safety concerns, some temporary road closures and detours will occur. Based on the two year construction schedule/estimate, Hwy 39, at the top of Ogden Canyon, shall have a two lane temporary detour in place from August 2, 2003 through November 2004. In addition, temporary one lane closures may occur between May 15, 2003 and August 2, 2003 to accommodate the Hwy 39 detour construction, and to allow for the foundation excavation to an elevation of 4815 feet. Hwy 39 may also be restricted to one lane from July 15, 2004 through November 30, 2004 to allow for the remaining foundation excavation and backfill, and to restore the road back to its original alignment. Hwy 158, across Pineview, may have a 24 hour full road closure from May 14, 2003 through November 15, 2003, and a less than 24 hour full road closure from August 1, 2004 through November 30, 2004. Hwy 158 closures between August and November 2004 shall be restricted to Monday through Saturday between the hours of 9:00 a.m. and 4:00 p.m. Q: Will there be a public meeting on the work at Pineview? A: Area Manager Bruce Barrett said he would be able to participate in an information session with residents of Ogden Valley after mid-June. In the meantime, he has directed ing water; they haven’t had to pull water because of these spring rains. But, it doesn’t change the fact that there is significantly below normal levels of snow in the mountains. We can expect reservoir levels to be below last year’s levels. The accompanying graphs show the difference between current reservoir levels and projected inflows, and measured snow-pack from the high elevation site for the Ogden River, Monte Cristo. The first graph shows the difference between storage capacity and estimated inflows. There isn’t enough water in the forecast to fill Pineview. On the second graph, the blue line represents the historical recorded average snow-pack. The green line represents snow-pack from 2002. The light blue line represents snow-pack recorded thus far. According to the graphs, we expect me to insure residents receive updates like this one on the on-going work at the dam. Q: What is the water forecast for Pineview, and will the work affect the filling of the reservoir? A: The work will not affect the filling of the reservoir. The major factor affecting storage is precipitation. The long range forecast is wetter than normal, but only slightly so. That means the rain we’ve seen in the last two weeks has stopped the irrigators from releas- inflows to be less than last year. This is a good indication that, because of the drought, the reservoir will not fill, and will not reach last year’s levels. These answers are contingent on a preconstruction conference we will conduct with the contractor, WW Clyde, on April 30. In that meeting, the contractor is expected to submit their construction schedule for approval, which will either confirm or delay the timetables outlined here.
