Show May 1 03.qxd 12/7/2021 Volume VIII Issue II 3:58 PM Page 3 THE OGDEN VALLEY NEWS Page 3 May 1, 2003 One- or Three-Acre Zoning, and Other Information on Incorporation Roger Brunker, Weber County Tax Consultant, reports that he and the Weber County departments are busily preparing budget estimates for the proposed Eden city. “Some key numbers are in, others including important revenue data, are still being gathered,” Brunker indicates. Dyan Gill, team leader for the analysis of Eden data, is working with the Wasatch Front Regional Council to determine population numbers more accurately. Steve Clarke, chairman of the Steering Committee, is hopeful the analysis will be ready to present to the public by early May. Clarke states, “When we can have a town meeting to present and discuss the budget data as indicated by the “pre-feasibility” study, the citizens will be much better prepared to decide whether a formal feasibility study should be requested by petition.” Mr. Clarke offers the following comments on issues that are frequently being raised: One- vs. three-acre zoning - Members of the Steering Committee do not discuss this in meetings except to acknowledge it as an issue. If a city is formed it will be up to the new mayor and city council to decide what zoning should be used. Having local control of land zoning is one of the reasons to consider becoming a city. On Thursday, May 1, beginning at 6:30 p.m. in the Snowcrest library, State of Utah personal property rights ombudsman Craig Call will present a seminar particularly designed to answer citizen questions about what a city can and can’t do relative to land use and property rights. Please plan on attending. Why incorporate - Master-planning and the execution of a master plan at a community level, instead of a county level; bringing government closer to the citizens; creating a place where young families and their grand- parents flourish alongside empty nesters; creating an environment where new people are welcomed, and creating an environment where businesses can be a vital part of the community, are all on the list that answer the question, “Why incorporate?” If the lots currently approved for residential building in the Eden city boundaries were built out, our population would climb from about 2,000 to 6,000 - 7,000. Eden is a hub in the Valley, as evidenced by the commercial growth. Expansion of this magnitude needs to be met with responsible planning. Preserving some measure of the beauty, friendliness, and comforts of the current Eden will require a great deal of effort as more people realize what a choice place this is. Why not an Eden township - A township offers less ability to self-govern than does being a city. In a township, decisions are made by the County Commissioners, who have responsibility to the entire county, instead of the mayor and city council. Currently Eden is part of the Weber County Township, which has developed laws and zoning which apply to unincorporated Ogden Valley. Private Agendas - It is often alleged that those active in the incorporation research have private agendas. Every citizen is entitled to a private agenda. It is simply not true that there is any “old boy network,” or group pressing an unspoken agenda. Other - Citizens are encouraged to bring their concerns to public meetings or, on a more personal level, to a steering committee meeting. You don’t have to bring anything if you come, but if you choose, you can donate a bottle of wine and an appetizer to share with others. If you don’t drink wine, bring your favorite beverage. The unopened bottles of wine are saved for the auction baskets sold at the annual fundraiser put on in June by the American Red Cross of Northern Utah, the Wine and Food Soiree. Saturday’s events will include speakers and activities, such as yoga, hiking, massage, facials, manicures/pedicures, photo rejuvenation skin care treatment, and personal fitness assessments. The speakers will boost energy for those aspiring futures goals of starting your own business, early retirement, or just expanding a favorite hobby. There will also be a boutique for shopping! Sunday there will be activities for those who stay over at the Snowberry Inn. The Inn will be offering great prices for spending the weekend in one of their theme rooms, so make your reservations early.
