The session will be held at Snowcrest Junior High School at 6:30 p.m. Craig Call, who has held the job of state ombudsman for six years, is a former member of the Provo city council, state legislator, and contractor/developer. He lives in Plain City, and is familiar with Weber County development issues. The seminar is geared to be understandable by informed citizens as well as real estate professionals, planners, elected officials, and attorneys. Call will focus on the basics of Utah land use law and local issues in planning and zoning, highlighting cases decided by the Utah courts and the U.S. Supreme Court in the past few years. BOR Update on Pineview Dam Project Q: How long has the work been the planned? A: This work has been planned since late 1998. Investigatory drilling and testing of the soil at the dam site took place in November/December 1999. Work on the spillway began in July 2002. Those involved in the planning process included Bureau of Reclamation’s Provo, Salt Lake, and Denver offices. Q: What is the work supposed to accomplish? A: The current phase of work involves reinforcing the left and right spillway walls, the center support wall and the invert, through the use of connecting steel struts and rock bolts installed through the spillway walls and into the rock on the right abutment and the foundation. The purpose of this work is to prevent each section from moving independently in the event of an earthquake by tying them together and forcing them to move together. This will help prevent the spillway from failing and thus, allow the gates to continue to hold water during an earthquake. Q: What is the status of the work right now? A: The current work at the dam consists of the spillway upgrade. Jan Ringel, Construction Supervisor at Pineview Dam says all but three of the rock bolts, which are the bolts being used to attach new, right spillway walls to the rock wall at the right abutment, are now fully torqued and installed. The remaining bolts should be backfilled with concrete and completed sometime after April 18. The rock bolts for the left spillway wall have yet to be grouted, torqued, and installed in the left abutment. That work will take several more weeks to complete. Q: What is the next phase of the construction? A: The next phase of construction will conPINEVIEW DAM cont. on page 4 Community Reminded of Road Closures on May 3 OMBUDSMAN cont. on page 13 Huntsville Town Park Looking for Community Support Recently, a group of citizens from Huntsville Town and surrounding areas met to discuss some challenges regarding the operation and improvement of the Town Park. This “ad-hoc” committee included Tyke and Willie Richardson, Ingrid Sanchez, Dale Satterthwaite, Lelani Gauchat, Gage Froerer, Kenton Peterson, Sam Bellarosa, Steve Songer, Star Primm, Dennis Bingham, Leslie Stitt, and Jeff and Linda Burton. Over the years the operation and improvement of the park has been financed by the taxes paid by Huntsville Town residents, as well as the generous contributions of others. The two other parks in the Valley—Liberty and Eden—are supported by taxes of households living within a special park district created for that purpose. Reciprocal use agreements exist which, for example, allow Liberty and Eden kids to HUNTSVILLE cont. on page 13 UDOT Preparing 30 Year Master Plan By Shanna Francis Ogden Valley News On April 24, planning representatives from the Utah Department of Transportation (UDOT) met with Huntsville Town council members and residents at the Huntsville Town Hall to solicit comments and suggestions for a new long range master plan that is being developed by UDOT. The new master plan will outline future needs for improvements to state roads and right of ways. Valley residents are being asked to send comments regarding state roads within the area—i.e., the road through Ogden Canyon, over Trappers Loop, up Powder Mountain, and around Pineview Reservoir. Comments could include such suggestions as a call for passing lanes, an increase in road width to allow for pathways, a straightening of sharp corners, replacement of guardrails, improvements to areas notorious for falling rocks, etc. Comments can be sent via email to www.udot.utah.gov/progden/trans2030 or to sweinrauch@utah.gov or by calling Planning Manager A. Matthew Swapp at 801-965-4829. Murder-suicide on North Ogden Divide Stuns Community Compiled by Shanna Francis Ogden Valley News After parking the Cadillac at the top of the North Ogden Divide near the Skyline Trail Head , a 28-year-old male climbed out of the driver’s seat, walked to the passenger side, pulled a 9 mm gun from his waistband, fired one shot into the hillside, then turned and fired into the back seat of the car where a fif- teen year old girl sat. Apparently the first bullet missed, and she clambered out of the car. The man continued to fire, up to as many as 12 shots at the girl. He then turned the gun on himself. Weber County Sheriff’s Lt. Donny Archuletta said the incident resulted from an argument “over the girl’s poor performance in school.” DIVIDE cont. on page 13 On April 16, 4th grade teacher Mrs. Allen played the role of Easter Bunny for students at Valley Elementary.
