challenge” said Clark Layton Governmental Affairs Director for the Intermountain Power Agency (IPA) and one of the individuals involved during the early organization of the Intermountain “The Power Project (IPP) Project’s future was always an unknown It was up to the abilities of the Project management to shape the future” And shape the future they did Early Project organizers and managers created and developed what has turned out to be one of the most successful power plants of the decade From the very first day the idea was conceived about 15 years ago to the present Project leaders have worked together to maintain “the determination and dedication that prevailed among the early organizers” ' These early organizers were a group of Utah utilities who were aware of the need for more energy In Utah the population growth rate was expected to continue to exceed the national averages In response to this need the Utah utilities formed as the Intermountain Consumer Power Association (ICPA) in the 1950’s They were to acquire low cost hydroRiver electric power from the Colorado Storage Project as an alternate source of power In 1970 ICPA was notified that there was not sufficient energy available from the project to meet their needs after 1975 they Having to find another alternative researched other possibilities one being that they build their own generating plant Although the conceivability of such a project seemed a little farfetched to many Layton said the timing was right because “the idea originated during a venturesome period in the history of western energy development” This venturesome period during the early 1970’s projected both optimism over economic growth forecasts and apprehension about the instability of foreign oil supplies Preparing for the energy needs of the 1980’s became critical As a result several large utilities laid plans for several energy IPP was wone of these developments developments as was a project known as the Kaiparowits Project The latter one did not survive “Even the powerful consortium of private utilities that planned the Kaiparowits Project failed during this time” said Layton “This outcome cast shadows of doubt on the survival of IPP and many wondered how a group of Utah utilities were going to put together the biggest construction effort in Utah’s history” But this incident did not stop the determination and dedication of the ICPA leaders They realized that to build a generating station large enough to make the energy economical the output of the plant would be well over the needs of Utah residents They met with representatives from several California utilities in 1973 to Schlegel Lining Technology Inc furnished lining for ponds manufacturing and installing high density to study the feasibility of the project “IPP’s survival during this unstable time to the resilience and may be attributed resourcefulness of the Project’s leaders” said Layton “It certainly can also be attributed to the process of political compromise” Layton said whenever the Project encountered a major obstacle which he said happened almost weekly its sponsors always found a workable solution “When the Secretary of Interior did not approve the first site location in southern Utah Project participants joined with state and local officials in an organized effort to locate a suitable alternative site” said “This process required political Layton s patience and good will among the many public and private parties represented” As a result of this effort an alternative site in Delta Utah was selected and approved by the Secretary of Interior “The Millard County location provided the participants with an area acceptable in terms of environmental impacts and a location where state local officials could join together in support of Project development” said Layton After the location was approved the Intermountain Power Agency (IPA) was organized The Utah Legislature agreed to Act to amend the Interlocal Cooperation authorize the Utah municipalities to undertake and finance the Project The Agency under subsequent power sales agreements acquired all ownership rights to the Project and became the seller of the output There were now 36 participants in Utah and California serving over five million customers The participants include 23 Utah municipal utilities six Utah Rural Electric Utah Power and Light ComCooperatives pany and six California municipal utilities “Nearly 10 years of planning went into the Project before construction ever started” recalled Clark “Once all the leg work was and everything was ok’ed the completed skepticism for the Project’s survival soon vanished and the attitude of many shifted The Project was once again on its way” Layton who joined the IPA staff in 1977 said each accomplishment each task achieved was a rewarding event” As the governand mental approvals political support engineering work developed we could see history taking shape” said Layton “We could also see a myriad of benefits unfold for the economy and the citizens of Utah We each took responsibility for the actions taken and took great pride in the Project’s progress” IPP is a 1600 megawatt power plant located near Delta Utah The S55 billion project employed over 10000 concraftsmen and was completed struction ahead of schedule and under budget
