E The home of Dr Thomas Chandler was the site of an important committee meeting on Tuesday June 2 1987 The Concerned Citizens for Water Safety committee held its first meeting that evening This committee was formed on May 26 1987 at the conclusion of a public meeting held at Delta North Elementary to discuss the ramifications of three recent drownings in the Delta area The purpose of the committee is to study water safety accident prevention and education Committee members present at the Tuesday evening meeting included: Chairman Tom Chandler Bryce Ashby Patty Ashby Wayne Petersen Scott Bassett Rey Clyde Bunker Huber and Sandra Cushall Dr Chandler first shared with the his research into of a summary group the problem during the past week He had spoken with IPSC and IPP officials about the possibility of financial assistance in fencing projects for area canals He received a positive response from IPP Project Manager Rod Clark and will continue to remain in contact with Clark Dr Chandler had also spoken with Mayor Ruth Hansen about the possibility of applying for a grant through the state Community Impact Board There are several drawbacks with the plan mainly bureaucratic but the committee will continue to pursue this avenue Bryce Ashby and Clyde Bunker reported that an experimental grate is currently being designed to be placed in the cement lined ditch near the housing project Cost of the grate is approximately $150000 The grate will be completed in about one month The onslaught of hot weather may mean fun in the sun for humans but it can mean real trouble for your pet Pattie Johnson spokesperson for the Humane Society of Utah said more people need to be aware of the threat of death to pets left inside cars during the summer months "A closed car becomes very hot very fast Even with the windows open the inside can reach 102 temperature degrees in only ten minutes A dog can only withstand the heat for a very short time before it suffers irreparable brain damage or death” Johnson also warned of the dangers of weed killers and pesticides used around the yard By running across a chemically treated lawn the animal gets the substance on its paws When they lick their paws they can become poisoned “We suggest pet owners keep their animals off the treated lawn until after it rains or until the owners have an opportunity to thoroughly friends Millard County Progress Millard started about Progress February I 1894 "The first number of the Millard Progress JP Jacobson Editor and Manager has found its way to this sanctum It is one of the brightest and cleanest country papers in Utah and its plump advertising columns show that the business men of Fillmore are wide awake and progressive” says the Brigham Bugler February 3 1894 Jacobson had been with the Millard County Blade at Deseret He went with George C Viele according to the latter to a town almost abandoned on the UP railroad west of Ogden “on an alkali flat resembling Mud Lake and bought an old hand press a job press and a supply of pretty good type for $500 and shipped it to Fillmore We set it up in the southeast room of the old and began its publication Mr Jacobson became the printer publisher and editor He did all the work himself The principal owners were JS Giles James A Melville Alma Greenwood TC Callister Christian Anderson DR Stevenson George W Nixon and myself” writes Viele By the first of April 1894 it was all home print according to the Manti Messenter And then we pick up Jacobson’s trail leading out of Fillmore Says the Brigham Bugler December 22 1894: "Millard Mr JP Progress Jacobson whose name has hitherto appeared as the editor of the Progress has left for parts unknown” The Iron County Record has this to say about it: “People of Fillmore do not believe in letting an Editor have any fun at all JP Jacobson editor of the Progress of that place was recently fined $10 merely because he whipped his wife He is said to have skipped the burg” His successor saw some tribulation promptly for according to the Iron County Record of March 29 1895 he was sued for libel (by Josiah F Gibbs of the Millard County Blade) Incidentally it is the last we hear of him The files are incomplete but Directories show Lorenzo W and AF Gaisford Editors and Publishers in and only the former in 1900 Late in 1900 or early 1901 the Progress was joined in a form of wedlock to the Clear Lake Review becoming the In July 1901 it was being published at "Fillmore and Clear Lake” CW Aldrach Manager SA Greenwood Editor “Miss LR Lorenz Clear Lake Local Editress” Knapp and Frampton were publishers in 1905 CW Frampton Editor Christian Anderson was Editor and Publisher in 1908 and 1912 followed early in 1913 by Joseph Smith who d purchased the paper James H bought the paper January 24 1919 and in turn sold November 20 1925 to Mr and Mrs E Vance Wilson the present publishers Burning permits now required The Utah Division of State Lands and Forestry would like to remind people that a written burning permit is required for open burning during the closed fire season from June to October 3 Two state laws address open burning: The Forestry and Fire ConLaw trol deals with the fire prevention aspect and the Air Quality Bureau Regulations deal with the air quality issue The Forestry and Fire Control Law requires a written permit to burn any material on forest brush range grass grain stubble or hay land The permit identifies prescribed conditions that must be met for the burn A permit does not relieve an individual from liability if a burn damages another’s property A permit is not required for burning fence lines canals or irrigation ditches on cultivated lands The Air Quality Bureau’s Air Conservation Law allows the following types of open burning: Burning of cumbustible household wasted of occupants of four family units or less where no public or duly licensed disposal service is available 2 Tree cuttings in forest areas due to lumbering and similar operations 3 Trees and brush within railroad of liquid 4 Soil hazards fuels for removal of or fireman eyesores or training 5 Highly explosive or hazardous materials in remote areas where no other practical method of disposal exists materials (clip6 Property pings prunings etc) in areas located outside Utah Salt Lake Davis and Weber Counties during the periods of March 30 through October 30 7 material in Property Utah Salt Lake Davis and Weber counties if certain conditions are met Your cooperation with fire and open If you burning is greatly appreciated have questions concerning the Forestry and Fire Control Permit Law contact the State Forester’s Office Questions Law regarding the Air Conservation should be directed to the State Air Quality Bureau and will be tested at that time The committee was pleased with this report and looks forward to the day the grate will be operational The strategic placement of grates and the need for fencing accounted for most of the evening’s discussion Either project will require substantial amounts of money It is obvious that fundraising will be necessary if the committee is to realize some of its safety goals Fundraising efforts were discussed in depth Scott Bassett accepted an assignment to serve as the committee’s financial secretary and clerk It was determined by the committee that it would be nice to fence in and place grates in all major ditches in But for financial areas populated reasons that would be next to impossible Our initial goal is to place two or three grates and fence in about three to three and a half miles of canal next to the PendrayRancho housing developments With further effort and other continued citizen involvement problem areas could be addressed after the first goal is met A strong program of education is necessary if water safety is to be achievIn ed in the West Millard area reference to educational programs funding is again a crucial factor The Dippy Duck program needs to be reinforced in the elementary schools It should also be taken to area preschools day care centers and church Money is needed youth groups however for film replacement and for the coloring books that promote sound water safety It was agreed by all committee members present that education should be a number one priority The next meeting
