Show Mother Opposes Discrimination She Opens By Shia Kapos Tribune Staff Writer SANDY When a local e center refused to register Jill Bel-nadaughter because she has Downs syndrome, Mrs. Belnap decided to open her own e center "one that doesnt discriminate. Building Blocks, the new hourly e center which opened March 1, is one of the only centers in Utah to specialize in the care of physically and mentally handicapped children. The center is different from most day-car- e centers in the state because it accepts any handicapped child from ages 2 to 22, said Mrs. Belnap. The reason, she explains, is other day-car- e centers only accept children up to the age of 7. Handicapped children tend to be older and for this reason cant enter Utahs day-car- e centers. But, according to Sue Behle, director of case management for the Division of Services for the Handicapped, there are more reasons. She said handicapped children arent accepted into day-car- e centers because the centers dont understand the level of care that is needed. People think that because you say handicapped that means you need extra care and more supervision. Sometimes thats the case, but many times it isnt Mrs. Belnap, owner of Building Blocks, has found that many times The Salt Lake Tribune Center Day-Ca- re handicapped children are easier to care for and less of a problem to look after. The children at Building Blocks are either blind, deaf, autistic or have cerebral palsy, but no matter what stresses Mrs. Belnap, her staff will take them. Most people look at the handicapped and think of disaster," she said. Working with them becomes easier when you arent scared. To avoid any problem $f being frightened of caring for the children, Mrs. Belnap says she has hired a staff certified in first aid and cardiopulmonary resuscitation and educated and experienced in working with handicapped people. The staff not only tends the children like a daycare center does but also tries working in some therapy. The staff has worked with anywhere from six to 20 children at one time during the operation. Doesnt Discriminate Since Building Blocks doesnt dischildren who are not criminate, handicapped can also come to the center. Many parents didnt want to take their children to more than one center so the siblings of the handicapped have also been allowed to come, said Mrs. Belnap. Its a good learning experience for children to be with the handicapped, she said. Both handicapped and non-- day-car- handicapped are adjusting to each others worlds. Mrs. Belnap isnt the first to develop this kind of an integrated system. According to Ms. Behle, a new integration program has developed in Utah. The Social Integration Project has been developed in connection with Utah State Universitys Exceptional Child Center. The program puts handicapped children into a normal school setting. Head Start people and day-car- e providers are taught how to deal with handicapped children. Then, handicapped children are put into preschool programs or day-car- e centers with children, said Ms. Behle. The program has been conducted in five locations in the state with good results. Specialists have found that the handicapped children are doing better because they have normal children to look at as role models, said Ms. Behle. She said the Division of Services for the Handicapped is planning on funding this program next year. Building Blocks also works in conjunction with the Jordan Valley School in busing students from the school to the center. More children attend Building Blocks during the school year and afternoons are the busiest for the staff because more children stay during the afternoon hours. Though the center accepts all handicapped children it can not take in overly aggressive handicapped children. We have to think about endangering the other children, said Mrs. Belnap.
