On n June 20, a blaze at the mine, southeast of Taipei, killed 74 miners. At the time, it was Taiwan's worst mine disaster. The premier then ordered safety checks on coal mines, saying:We will not hesitate to close dangerous mines at the expense of production. The miners were trapped more than a mile from the entrance to the mine, and officials said the tunnel collapsed at several places. Fresh air was being pumped in, but hopes of saving the miners were growing dimmer by the hour, rescue workers said. Police said an early report that some miners had escaped was incorrect. Authorities said no miners got out of the tunnel where the fire occurred. Officials said the blaze was caused by an electrical short circuit in a compressor in the tunnel. Mei-sha- down. Breaking with the policy of equally criticizing both superpowers, the commentary by the Moscow correspondent of the official Chinese news agency Xinhua said Soviet foreign policy has toughened on the issues of East-Wetensions and relations with China. The commentary took as fact the Western argument that the Soviets were responsible for the breakoff late last year of arms limitation talks in Geneva aimed at reducing nuclear forces in Europe. Moscow contends that the United States sabotaged the talks, because NATO had started delt nuclear missiles in ploying Western Europe. Avoided Support The commentary appeared to carefully avoid expressing outright support for Washington and mildly criticized Reagan, saying his conciliatory stand reflects a wish for in November. But the commentarys remarks were much more blunt, and indicated China sympathizes with the U.S. position. Out of its own considerations, the Reagan administration has repeated- U.S.-Sovi- st U.S.-bui- anti-Sovi- Li-te- Poh-hsiun- g. et ly called for improving relations and resuming the Geneva talks, and proposed talks on banning chemical weapons and on an arms cut in central Europe. X4te Wilson and Julia KidwelL who gave themselves up Tuesday, said they had been inside the base, 60 miles from London, since July 3, and could have remained undiscovered indefinitely. They refused to say how they had got inside, but said they met other peace women each night who passed them food and drink over the perimeter fence. Our main concern was to show up the pathetic security in this base. We wandered around at night at will and gave ourselves up when we wanted, Kidwell said. Qn the second day some American soldiers came within 60 yards of our camp and worked for 54 hours on tl)e fence. We kept quiet and they did not see us, she added. They had found an isolated patch of woodland, where they set up a shelter of branches and plastic sheeting, slept, read and sunbathed. anti-nucle- ar -- Keston College, a British organization monitoring Soviet dissident activities, said Sakharov has been under the supervision of Vladimir Rozhnov a doctor specializing in hypnotism. Keston said its source of the report has been accurate in the past but that the organization was unable to independently confirm the latest infor' mation. It said Rozhnov was provided with a special plane for flights to Gorky, 250 miles east of Moscow, where Sakharov has lived in internal exile since January 1980. Only special personnel are admitted to the closed ward in which Dr. Sakharov is held and being forcibly treated with psychotropic chemical preparations, Keston said. Psychotropic drugs, which include tranquilizers and hallucinogens, have an altering effect on the mind. The college said it had no new information about Sakharovs wife, Yelena Bonner, who reportedly faces slantrial on charges of der. Sakharov has not been seen publicly since shortly after he reportedly began a hunger strike May 2 to pressure authorities into giving Mrs. Bonner a visa to travel to the West for medical treatment. The physicist, the Soviet Union's most prominent dissident, was the principal designer of the countrys hydrogen bomb.
