ki i Sculptured nails now $25 FLAGPOLE 2100 SOUTH ST 2100 SOUTH ST sne board has been criticized for re'ig g e- gUj 7:00 AM 1 1 speed 1 Trash must not be put out prior Violato 10 days before pick-u- p tors subject to prosecution I : 1 8 CD 'i — :1- as usual Mr Haun said an internal policy manual is badly needed to govern work flow within the office Without a manual the board has been forced into a reactive rather than a active mode he said Board members have been trying to work on the manual part-tim- e but other work demands have made the attempt "frustrating" he said The board will also take time to examine the rules that guide their decision-makinprocess t i u l a the board will e x am el i n its restrictions dealing with confidential information Original parole hearings will not be held during the month of September to allow Utah Board of Pardons members to put together a much-neede- d internal policy manual examine their decision-makin- g rules and bring new board members up to 1 "We do deal on an open basis" he said "But the rule needs to be looked at and modified in some ar- I 15' aluminum residential Parole Board Approves Sick Inmate's Request By Stephen Hunt Tribune Staff Writer DRAPER — Roger Garth Bott claims his drinking days are over Recent kidney failure means alcohol ingestion could be lethal to the Utah State Prison inmate But the Utah Board of Pardons ex- pressed doubt Wednesday over whether Bott's hot temper has been curbed Provo man's hisThe tory indicates a link between liquor and criminal activity including one incident described by Board Chairman Pete Haun as "one of the most dangerous and irresponsible acts" he has come across during 15 months with the parole board Bott is serving two prison terms stemming from a 1984 altercation following a traffic collision on Interstate 15 After a fist fight where Bott apparently got the worst of it he followed the other driver and fired twice at the car with a rifle while driving with one hand One bullet struck the car's gas tank "Why the car didn't go up in flames) I don't know" Mr Haun said "To lose it to that extent it's scary" Bott said he had been drinking all day and "lost conother after being driver "whipped" by Subsequently convicted of aggravated assault Bott got probation instead of jail time But six months latwith the er he had another run-ilaw Police were called to a "wild" drinking party at Bott't home and "a near riot broke out" when they arrived Mr Haun said Bott threw things at police and then fled to a nearby home A police officer lost part of a fin- ger while pursuing Bott when the appendage was slammed in a door Bott was eventually flushed from the home with tear gas Convicted of attempted escape Bott was again placed on probation by the courts and subsequently comhouse program pleted a half-wa- y However on Oct 27 1987 he was sent to prison because of a theft conviction Bott's criminal history began at age 17 and has continued into his aault life Mr Haun said Bott said he was "young and rowdy" then but claims nearly four years in prison has mellowed him Mr Haun however noted Bott has had a "fairly consistent" record of disciplinary infractions while incarcerated There were four write-up- s in May alone including possession of a weapon and clogging the sewer system Mr Haun said "You haven't learned to control your temper yet have you Mr Bott?" asked Mr Ham "I don't know about that" Bott countered "I don't see where I've went for anybody" Bott said his physical condition has deteriorated while in prison including eyesight troubles high blood pressure and kidney failure which has forced him to use a kidney dialysis machine since February He begged the parole board to release him earlier than his October 1992 expiration date so he can pursue a kidney transplant "All I ask is please this one chance" Bolt pleaded "I've only 15 months left until expiration of sen- tencel Can't you just give me one chance!
