Appear Willing Local 8303 president Charles Se.nken said that his men appeared willing to hold out for as long as it takes to get the contract they want. Miners have already been out of work for three months, and both personal and union finances are wearing thin. (United Mine Workers President) Arnold Miller didnt seem to have much confidence in our ability to hold out. I think he and the bargaining board thought wed accept anything after Jan. 31, Mr. Semkin explained. He said the rank and file UMW members are angry at the shortcomings in wages, pension and health plans. Routine Cost Mr. Sein said that the apparent 37 percent pay increase the proposal offers does not include routine cost of living adjustments. Therefore, the wage hike amounts to only 12 or 13 percent by 1980, he said. The miners are also upset with the health care package. They have repeatedly insisted on 100 percent medical coverage but according to the miners, the coal companies are offering only a deductable health care plan. Mr. Semkin and Spring Canyon local President Roger McKinnon also claim the contract proposal contains too ' many loopholes that coal operators could turn against the union. Mr. Semkin said some clauses can be discriminatory. Management can fine or fire whoever it chooses should there be a wildcat strike. Mr. Semkin said a coal operator can fire one man on a picket line even though there were 10 people picketing. Mr. McKinnon said neither he nor the rank and file know what will happen next in the long, costly strike. He said sentiment among workers indicates that they may be unwilling to return to work if President Jimmy Carter invokes the cooling off period of the By John Serfustini Tribune Correspondent PRICE Striking coal miners in Carbon County rejected the proposed contract with the nations coal companies Saturday by an overwhelming margin. The Spring Canyon local voted 80 to 8 against and at Castle Gate the rejection was unanimous, 58 to 0. Kaiser Steed Local 9958 votes Sunday.
