The confusing thing is the amount of population change and the future predictions. According to the University of Utah Bureau of Economic and Business Research population studies, the estimated population of Uintah County in 1984 was 24,200. This represented a 3.6 percent decrease over 1983, the first decrease in over 10 years. The 1981 population was listed at 22,100, 1982, 24,000 and 1983, 25,100. The 1985 population figures have not yet been published, so it is a big questions mark just how the population is holding up. The school enrollment on the first day of school this year was up 72 more students than last year for a total of 6,580 students. This is still less than the total enrollment of 6,705 in 1984 and 6,735 in 1983. It is expected that addi- tional enrollments during the first two weeks of school will increase the school enrollment near last years figures. Even with a 900 population loss from 1983 to 1984 and 30 fewer students from 1983 to 1984, the 1985 figures look like they might be leveling off. The problem with population statistics is that they take too long to come in and then they are only estimates of various indicators. The local area has gone through a panic of seeing many homes and businesses vacant. This can start a negative reaction making people think that everyone is leaving the area and the population is dropping much more rapidly than it really is. When the phone, electric and water service people are busy disconnecting services to homes and businesses, it is frightening to realize what is happening as the result of the slack in the economy due to cutbacks in energy producing resources. Some think we havent seen the worst yet and others say the economy will now level out after a tightening up period. The population figures for 1985 have the rest of the year to go but the school enrollmment numbers for the start of school look like we may be leveling out of the recent population decline. Now what is needed is some economic development that will retain and gradually increase the present population. The state of Utah and almost every community within the state is looking for some kind of economic development that will shut off the of residents and provide opportunities that will provide the growth that will increase the population and job numbers within the state and in the various communities. Studies show that 90 percent of the growth of the state comes from existing businesses and not new ones that cause all the fanfare about setting up in an area. By supporting and encouraging our local businesses we can help assure the local economy and preserve jobs. The local area has lot going for it and we look forward to many more years of steady economic growth. PUBLIC FORUM LETTERS TO THE EDITOR What is your opinion? Well, I got up but not too fast my shoulder hurt bad. I didnt finish the race but the crowd, who seemed bigger this week, all clapped for me. The moms only had to go around one time, but the have to go three times kids, aged for low points. I never realized how hard it was to race against others until today. My son races and I yell pedal every race. If you child has a sport that he participates in, encourage him to do the best he can possibly do. Even if he is dead last, give him credit for being there and trying. Saturday, the BMX racers held a 5, CINDY SNYDER Most of the 39 attending the Governors Blue Ribbon Committee hearing in Roosevelt did not have favorable comments about the Industrial Commission, but that was is what the meeting was for. Last June the committee was apGovernor Norman pointed by Bangerter to streamline the 1917 Worker Compensation Bill. The Roosevelt hearing was the third in a series of six in the state sponsored by the committee. The Roosevelt meeting turnout was the largest of any other in the state. The popularity of the hearing can be attributed to the high number of industrial accidents in the Uintah Basin, and to the effort of John B. Dufford. Spurred by what Dufford refers to as incompetencies within the Industrial Commission, he activity spread the word about the officially unannounced public hearing. of the committee Chairman Virginius Dabney said that the focus of most of the concerns at the Roosevelt hearing were the second injury fund, rates are not high enough and compensation action is not expedient. In respect of civil rights, all classes are equal before the law. Those words, written by Supreme Court Justice John Marshall Harlan 90 years ago, were once the minority view. They appeared, in fact, in Harlans dissent in the case of Plessy v. Ferguson, the Court holding that the state could legally discriminate against blacks the separate but equal doctrine. Fortunately, Harlan was vindicated 60 years later, when the Court reversed separate but equal in the Brown v. Board of Education case. But Brown did not settle the question. The debate continues to rage as to whether all classes should be equal before the law or whether, to paraphrase Orwell, some should be more equal than others. The debate has been rekindled now that the Reagan Administration is considering revising Executive Order 11246 requiring most companies receiving federal contracts which employ a third of all American workers to comply with affirmative action guidelines aimed at recruiting and promoting minorities and women. The existing order and implementing regulations require color-blindne- Complaints raised at the hearing were that there are companies in the oil field that state laws do not touch. It was said that nearly 34 percent of the employers in the state do not carry Workmens Compensation insurance. There needs to be more teeth put into the law, said one individual. Many at the hearing sought advise as to how they could expedite their Workmans Compensation. The only advice offered by the three members of the committee at the hearing was to hire a good attorney. Attorneys fee for such cases are taken from a percent of the award to the claimant. The recommendations brought up at the six hearings will be used to formulate revisions to the Workman's Compensation Bill to be presented to the Utah Legislature before the next session. pt contractors to set and meet numerical goals for hiring and promotion. Surely it vehtures beyond the outer boundaries of Title VII of the Civil Rights Act of 1964 which also proscribes job discrimination. Section 703 (j) bars the establishment of quotas and one of the Acts fathers, Senator Hubert Humphrey, swore up and down that no quotas were intended. In fact, he said, the very opposite is true. Title VII prohibits discrimination... The Supreme Court, in Regents of the University of California v. Bakke, ruled out quotas where no prior history of discrimination was shown. Acting on information given him, Officer Bingham stopped a truck north of Bluebell. On inspection of the vehicle, he discovered a carcass of a black bailie heifer in the bed which had been covered by a tarp and other items. After a period of questioning, Officer Bingham requested assistance from a local resident to identify the cow and to determine whether permission had been granted to take it.
