COUNCIL (From Page 4A, Col. 3 ) dinance in your fair little city, but youll have to sooner or later. There is a limited amount of landfill space in this valley and as it fills up, dump- ing costs will rise, he said, adding that newspapers amount to 15 percent of the bulk trash total. Councilman Brent Anderson expressed concerns that the service might cause more problems than it solved. Every missed pick-u(by Seagull of bundled newspapers) is a potential complaint to Weaver (Glenn Weaver, the citys public works director), he said. Seagulls initial request for the paper pick-u- p ordinance was turned down by city officials last month. In other matters, the council discussed passage of an ordinance which would make it possible for the city to assess penalties to public or private entities which create a public nuisance. City Manager John Newman used the recent PCB spill at Whittier school as an example of a public nuisance. If some other entity (other than the county) had caused the spill, we could legally force it to pay us, (with the ordinance) he said. Asked by Mayor Jerry Maloney if the ordinance would also allow the city to hold the state and county liable for nuisances they might perpetrate, City Attorney Paul Morris said his office would sure like to try. p 50 I I OFF AND MORE I ON ALL MERCHANDISE CHRISTMAS M00l 35 Lite Sets 35i Con Spray Snow Gift Wrap Garland Reg.
