Show Residents Opposed To Plan to Rent 18 Layton Apartments Residents of Dawn LAYTON Development in Layton are up in arms about a Davis County Housing Authoritys plan to rentlow-re-18 apartments at the Rosewood Villa housing complex, 2100 North 1200 West, before the facility is renovated. At a recent Layton City Councils meeting, Dawn Development resident Lester Turner presented a petition signed by 40 people requesting that the apartments not be rented until they are substantially overhauled, and that no new living facilities be built until the old ones are remodeled. The council explained it has no authority to keep the Housing Authority from renting out the units, but Mayor Lewis Shields asked Housing Authority Executive Director Rosemary Davis if she would refrain from renting them until the matter was explored further. Mrs. Davis said she couldnt promise not to rent any units because the housing authority has expenses to meet from Rosewood Villa, but she offered to rent only eight units. Her compromise move did not placate the crowd of 20 citizens at the meeting, and one woman accused her of playing yo-y- o with peoples feelings. Mrs. Davis explained that the housing authority is $20,000 in the red now on Rosewood Villa and has been losing $5,000 a month on the facility since it was closed for renovation in June.
