The failure of defendants to appear in court for arraignment and trial causes delay in the pro cessing and disposition of cases. I have been working on ways and means to decrease the number of failure to appear cases 2. A need in the Justice of Peace courts is to update and modernize some laws relating to misdemeanor offenses. Some of the State Statutes are quite old. 1 have been working with the legislature these areas. 3. There is a need in most courts to eliminate delay in the trying of cases and avoid unnecessary postponement, particularly in the handling of jury trials. I have been working on various solutions for this problem. 4. The function of a court is to dispense justice That is the reason for a court's existence. Anything in the court's procedure and func- tion which does not work to achieve justice should be eliminated. Justice was defined in the Common Law of England as "giving every man his due." There is a great deal ofjob satisfaction for me in working as a Justice of the Peace because can m a small way make the world a better place. 1 am a graduate of POST (Police Otficers Standards and Training). I am now a special deputv with the Davis County Sheriffs Office I am a eatagory I peace officer. I am acquainted with most ot the police officers in Davis County and have good rapport with them. I am acquainted and have worked with all the courts in Davis County and am familiar with their procedures YY hat possibilities or innovations do you see for improving the function of this office? My last five years on the Highway Patrol I headed the warrant division in Davis and YVeber counties. primarily in Davis County. I was originally responsible for computerizing all warrants in the two county area for maximum service efficiency. The courts in Davis County now have a large inventory of unserved criminal warrants which have been neglected by the Democratic constable now in office and has resulted in a loss of revenue to the county. I would work hard to reduce this inventory. If elected I intend to make Davis County Constable a full time job and to perform to the very best of my ability hat criteria should be included in a definition of quality education? Edward Retta Completes 40 Years Work HAFB - Friday marked the completion of 40 years of federal service for Edward C. Retta, of Layton. -- HE IS currently assigned as Chief, Logistics Management Audit Branch, with the Hill office of the Air Force Audit Agency. He began his career when he entered the Army in 1942. After World War II, he remained in Europe as a civil service employee for 17 years. IN 1963, Mr. Retta returned to the United States as an Air Force auditor at Rome, New York. He transferred to Hill AFB in 1965 to assume the role of audit manager, directing audit major Air Force-wid- e projects. He has received numerous awards during his federal career. In 1980, he was selected as outstanding civilian auditor for the entire Air Force Audit Agency. MR. RETTA is a certified Internal Auditor and has been a feature lecturer at the AFAA Audit Manager Training School.
