Two weeks ago, the commissioners and the county auditor agreed in a special session that the 1976 budget, a record $93.3 million proposal, would be shaved before taxes would be raised. Flood Control Administrator Basil B. McGlochlin said he has been continually frustrated in attempts to master storm drain implement the Roman-lik- e system, designed some years ago for the entire valley. Ile said it is unrealistic to finance such a system from yearly property tax, while inflation escalates the costs. Just to start the plan, he said, his office will need $6.6 million next year. The increase would also pay more for operations and maintenance, $390,000 increasing funds for that purpose to $2.2 million. Another problem for the budget, he said, is $2.5 million still due the state for a joint contract for construction of storm drain systems on the freeway. Flood control officials, unhappy with the property tax system of support, suggested other means of financing their programs. In developed areas, special assessment districts could be formed to tax for construction as needed. In undeveloped areas, developers could pay for the work and pass the costs along to property owners. A third alternative would be a bond issue. "Not too exciting at this time," commented Flood Control Director Byron Parker. Federal money is also a possibility, but not terribly realistic, said McGlochlin. "Generally, you have to wait until a catastrophe arrives," he said.
