Show . , . 20 A ' NOVEMBER 6, 1975 DESERET N'EWS, 1111.11ZSDAY, Board of The Salt Lake Health today further relaxed its moratorium on building permits around the Vitro tailings site by allowing construction that will not increase present occupancy. Board members agrreed to allow construction of additional warehouse space by Welders Supply Co., 3415 S. 700 West, and authorized the health department staff to grant other permits that do not increase occupancy of the property. At its last meeting, the board mile building f decreased the moratorium around the radioactive tailings, located at about 33rd South and mile per year, h 7th West, by of the removal tailings. Gov. cross-deputizati- - , -J7- . Calvin Rampton has issued four new proposals to temporarily govern law enforcement in the Uintah Basin. The proposals would be in effect while courts decide the validity of a Ute Indian Tribe Law and Order Code allowing tribal police to exercise jurisdiction outside the present Ute reservation. The proposals, outlined in a letter to Lester M. Chapoose, tribal chairman. include: State and local .police should stay off the reservation except when their help is requested by tribal police or they are pursuing an offender who committed a crime off the reservation. Tribal police should exercize no authority off the reservation except at the request of local police or when pursuing a person who committed an offense on the reservation. taken before tribal courts and Indians brought before local courts should be allowed to issue writs of habeus corpus to test each courts jurisdiction in the case. Until the U.S. District Court suit is decided, the tribe will not attempt to exercize sovereign jurhxliction in any form, particularly in licensing businesses within disputed territory. Rampton said he hoped Cahpoose would reconsider an earlier suggestion that persons arrested on Indian lands be allowed to seek a change of venue to a court. Chapoose wrote Rampton Oct. 30, following a discussion with the governor at Bottle Hollow resort, rejecting the proposal. In his letter outlining the interim law enforcement proposals, Rampton said he hoped Chapoose's rejection of his suggestions was not an "ultimatum" because "such would certainly not have been in the spirit of the meeting- at Bottle Hollow. "After discussing your letter with local officials in the Unitah Basin, they have decided, and I concur, of state and law enforcement that officers, on the one hand and tribal police on the other, would not be acceptable in the absense of a change of venue agreement," Rampton added. ono A ,1j1 .
