Officials in St. Louis, Mo., hope 40 beds hastily set up Wednesday at the City Workhouse will keep Sheriff Raymond Percich from registering inmates at the city's finest hotels. Percich, faced with a court order restricting the population at the overcrowded city jail, has been trying to call attention to the need for more space to house prisoners awaiting trials. He succeeded earlier this week when sheriffs deputies registered two workhouse inmates at the Chase-Par- k Plaza hotel, one of the city's oldest and finest hostelries. The prisoners spent Monday night shackled to their beds, dining on lobster and watching the football game. Deputy EPA chief John Quarles noted that 1975 was the year when, under the Environmental Protection Act of 1970, "America was supposed to have clean air." "Emission controls on new automobiles are not enough," Quarles said. "To achieve the primary (antipollution) standards, we must cut back on our use of the automobile itself." But, he said, "the hard truth is that .(and) the things are not much better. air over our major cities is still not safe to breathe. Unless some major changes are made, auto pollution may never be bruught under control in this country. "We have made some progress, but not a great deal," he said. "But now, even the little progress which has been made is in jeopardy. A series of circuit court rulings. may bring these efforts to a virtual standstill." John Ryor, in testimony prepared for a House subcommittee, called on Congress to place public employes and employers under the National Labor Relations Act, which established procedures for union organizing and contract negotiations in the private sector. "Public employers can't have it both ways. They refuse to bargain and then impale public can't employes because they strike after being goaded into extreme action," Ryor said. He asked for machinery to resolve impasses between public employers and employes, including a union option for binding mediation, and the right to strike. A strike, he said, could be enjoined by a federal court where it threatened public health or safety. 0001, , Big and tall men! Now here's a store that serves you exclusively.
