The experience of the last war showed the extreme vulnerability of those supplies and with the increasing development of the submarines the ture situation is regarded with alarm. But while welcoming the president's aim, ine proposal is subjected to considerable criticism mainly on two grounds. The first is that the proposal approaches the problem from an - -- old and discredited- angle, accepting the idea of war and seeking to humanize its operation.- All experience, especially the experience of the great war, shows that when war is once begun, peace time undertakings go by the board and that the attempt to restrict its barbarities Is as futile as the attempt to limit the activities of a volcano in eruption. An opinion widely expressed is that uie proposal on these lines is calculated to divert the pacific energies of the world from the real goaf of a columns war to tne illusory goal of humanlalna war. General Smuts Suggests : Further Conference. In this connection General Smut is now on a visit to England and has made two speeches this week which have attracted much attention. He suggested that the Kellogg pact be followed by a supplementary eonven-tio- n providing that any nation violating it be treated as an outlaw and ay pariah among the nations. "If this is done," he said, "the whole question of neutral rights la revolutionized and the doctrine of the freedom of the seas ceases to be of any practical Importance." As to the determination of who violates the pad he directs attention to the precedent of the Pacific pact in 1921, by which the Pacific powers, including the United States, in case of danger to peace, agreed to confer together to take measures to prevent war. He suggests the extension of this machinery in all quarters of the globe. Thus, without departure from her traditions,' the United States would be brought Into a conference system which would Insure peace, or, falling, help to Identify the guilty party.
