HURTS GOES FOREIGN LOANS H European Financiers fer From j.: ftl.S: sibly altering the American position of banker to the rest of the world or at least changing the trend. The primary reason is that Issues of stock are largely speculative, whereas bonds constitute Investments offering less opportunity for sudden large earnings. The stocic of a company constitutes evidence that the holder U a partner, a potential participator in me earnings 01 tne issuing company. Prices of stocks on the exchanges are governed partially by the assets of the company involved, partially by ast earnings; but probably cnieny y what some group of men hope and believe the company will earn next year or the year after. Certainly in the hectic market of the last couple of years when hun dreds oi tnousanas 01 persons nave enttred the market, the principal motive for purchase of certain stocks often has been pure expectation, blind in nature; Bonds Offer Little For Speculators. On the other hand, the bond of a company is Its definite promise to pay, usually on a given date and prior to maturity of the bond, to maintain a stated rate of interest. Bonds of solid companies which are earning weU do rise above par, but never very far only a point or. two because there is a minimum of speculative chance. If a company is highly successful and earns largely, it must divide those earnings with it com- mon stockholders. There is In consequence a chance that such stockholder! wiU receive 100 per cent dividends. Never, however, is a company called upon to pay more than the agreed redemption value of a bond. Let us see what the effect of this has been upon the lending of money to European corporations and gov- ernments. The third quarter of 1929 shows the lowest level of loans abroad in six years. Buch financing amounted to only $82,000,000. of 1929, For the first loans to European debtors amounted to 1568.500.000, or only 60 per cent of such advances during the first nine months of last year. Lure of Higher Earnings Keeps Money Home. Money flows to where the highest return is promised. Good as. the European bonds are and paying good rate of return, the Jure of higher earnings la the domestic market has In kept American money at home. addition to the promise the stocks amount themselves held out, a large of money has been kept here to go into brokers' loans. The call money rate has. for short periods, been as . , . J ' rs three-quarte- . No bond ever paid any such return. The combination of the desire of the public to participate in the earnings of stocks and of money lenders eager to lend these would-b- e participators at high rates baa preempted 5 ' V I Amer- ' : ican funds. The' banner year for American loans to Europeans was 1927, when the total reached the colossal sum of $1,583,000,000. in 1928 a total of $1 It seems 426,000,000 was reached. likely that this year will see such loans fall below $750,000,000. Dome tie Stock Israea Mount But while this change has been many taking place there have been new domestic issues. Stock issues of financial institutions have increased $1,250,000,000 over last year's figure and Industrial stock issues have ln- -. ' creased $750,000,000. It will be seen, therefore, that whlls as much or more money is going into securities there has been a substitution and American money I DC, is being kept at home, but largely in the form of speculative stock issues rather than bond issues. Domestic bond Issues show a decrease of $900, 000.000 compared with last year. Europeans who could afford to do so bought American stocks and bonds this year as the nervousness or the foreign bourses indicated during recent stock exchange upheavals. But since the war Europeans have been conspicuous as borrowers from the United States rather than investors in American securities. , Crash Assume International Aspect No figures have been marshaled as yet to show to what have invested in American stocks. That la a matter of much Importance because substantial holdings abroad would give foreigners a certain power over the American stock market If the accumulations have been substantial it would mean that, in a extent-European- s period of emergency, Europeans could dump large blocks of stock on the American market, thereby bringing down the whole price level That is precisely what happened in 1814 when the European war broke out. Europeans began selling their American securities with the result that heavy losses were suffered not only by them but by American holders as well. However, that does not seem a very likely contingency because the financial positions have been materially altered. In 1914 American citizens owed a good deal of money abroad. Now. so much financing of European 'corporations has taken place since the war that the positions are reversed. Our own power to tell ic greater than Europe's. , Americans Increse) Foreign Holdings. And all the time Americans are increasing their holdings of sound foreign bonds.- - Even though this year the purchases have fallen off notably still they have continued and it is likely that after the orgy of stock dealing there Will be a return to bonds, less picturesque in their price mutations, but assuredly safer. During the third quarter Of this -- Panic-strick- en year the only important foreign sues were South American. One of them was especially notable. 6ome sixty-fiv- e in Chile ; communities formed a sort of pool, and. with their is- combined credit, ' placed a loan of $15,000,000 here. Bonds, of course, were given. s The money Is to be used for public works and for the refunding of outstanding Indebtedness. . Also the state oi Minas uernet in erasu Bor rowed $8,000,000. in addition to these bond issues placed by governments there were two important corporation issues, one to finance public utility enterprises in Brazil and Chile and the other for construction of a hotel in Cuba. From Europe came not a single government issue nor during the second quarter of the year either. This was have noticeable as municipalities been heavy borrowers. : ."r " COFFEE. YORK.
