I think a year is plenty of time to develop the necessary regulations to get the job enlisted personnel. "Such a program offers not only the incentive to enlist, but also the encouragement to in order to qualify for the full benefits of the program," Marriott said. "It can't go all the way in building up our military personnel to adequate levels, but it can take a large step in that direction." Marriott noted that the active forces in the U.S. are 32,000 individuals short of authorized strength, while the active reserves are 33,000 short. "The rate for first term soldiers is only 32 percent for the active forces, he explained. "That means that 70 percent are not staying past their first hitch. When the services fail to keep a person in uniform, the American taxpayers have to pick up the tab for providing a replacement.''
