Armin Moths national chairman of the "Liberty Amendment" drive, told more than 200 Utahns that the federal government taxes its citizens to provide funding for programs which are not needed or are unconstitutional. The Utah group responded by promising to initiate a petition drive to place the issue on a general election ballot. "This movement recognizes that the federal government has enlarged its activities far beyond that which was (constitutionally) delegated to it," Moths said. He said examples of those activities include revenue sharing, foreign aid and federal competition with private industry. "Our constitution was set up as a contract delegating limited powers to those people who were hired to work in the federal government," he said. "The 10th Amendment made it clear that any powers not delegated to the federal government belong to the states and the people." "The federal government is currently illegally involved in about 700 businesses." Savage said. "These businesses take away more money than we pay in taxes." Moths said, "In its totality the amendment would cut the federal budget in half.
