Show Editorial Page Feature Hope for Resumption of Middle East Talks Dedicated to the Progress And Growth of Central Utah Page 30-- THE By NICHOLAS DAMLOFF With WASHINGTON (UPI) Sunday, November HERALD, Provo, Utah 15, 1970 Gen. de Gaulle, France's Finest Like all great men, Charles de Gaulle was a mixture of cona man of nobility intradictions fected with petty egotism, a g statesman with d of vision yet also a nationalism, champion of democracy but with the aristocrat's world-embracin- short-sighte- contempt for the ability of the people to govern themselves. History measures men not by their faults, however, but by how they transcent them. "L'Etat, c'est moi," said Louis XIV. "I am the state." Charles de Gaulle could as well have said, "I am France," at more than one point in his career (and no doubt he did to himself), especially during the dark days following the Nazi onslaught in 1940 before which France crumbled. It was De Gaulle and his Free Forces whj kept alive in the hearts of his countrymen the knowledge that while France was occupied, Frenchmen were not defeated. De Gaulle's Cross of Lorraine was also a cross borne by Winston Churchill, the grand strategist of World War II, to whom De Gaulle's and sensitivity demands for a greater voice in the thin-skinn- ed councils of the mighty were an added burden he could well have done without. De Gaulle never forgot it, and made Britain pay for it later by blocking her entry into the European Common Market. Disgusted with France's return to politics as usual after the war which meant confusion as usual De Gaulle retired to private life. It was not until 1958, at the height of the Algerian crisis, when civil war threatened, that his second and greatest period of service to France began. Called back by the popular will-l- ike Napoleon from Elba De Gaulle permitted himself to be granted greater power than any leader of France had enjoyed since the Napoleons. It was what France desperately needed at the moment, and for the most part De Gaulle used his power wisely and well. He withdrew from Algeria, which generations of Frenchmen had been taught was an integral part of France. This seeker of "la Gloire," or glory, this believer in the great mission of France as the civilizer of the world, then proceeded to preside over the orderly liquidation of France's colonial empire in Africa. Only De Gaulle could have done it. Yet at the same time, De Gaulle the nationalist began edging out of American-dominate- urban planning process. I believe that the problems facing the urban areas are basically similar to my experience with the baby chicks. The greater the concentration of people in our cities, greater is the demand for such things as clean air, rapid and free flowing mass transportation systems, sufficient health and welfare services, educational facilities and adequate programs, modernized communication, open space and recreation, police and fire protection, a balanced economy sufficient to provide adequate employment opportunity, modern efficiently operated public utility services and many other essential elements too numsrous to mention. Just how important are these things? In the Sept. 21, 1970 issue of U.S. News and World Report, I quote: "Violent crime if particularly rampant in the major cius. In recent years, there has been a mass migration of people from the rural to the suburban and urban areas. The cities generally have not been able to control the growth in an orderly nay so that even the most essential human services and needs could be met. This has resulted in serious decay within the cities, increased poverty end social problems. Perhaps the thing most damaging is the overall demoralizing effect upon the attitude end character of the average citizen which in turn erodes the image of local community, the state and the nation. There must be a capable operator vho cares about its performance. It must be engineered as to power output in order to do the job. The fuel, electrical, oiling and cooling systems must all be synchronized in perfect harmony. If the machine is properly designed, constructed, properly operated and maintained, it will function for many years. If any one vital part or system fails, the performance is vitally effectual. Every city must be planned and designed to meet the needs of its people and to perform an essential function in the overall scheme of things. People in rural areas are becoming the upon dependent increasingly metropolitan centers for goods and services. In practically every heavily populated area, planning is out of step and usually lags construction and development resulting in haphazard growth. For example, if there is no design to provide quality theatrical and musical productions, athletic and recreational programs, a stimulus for the other arts, the quality of life will never reach its potential. If such things are available and promoted, they can serve to make up the soul of a happy people. I feel that all of die things I've talked about must be brought into proper perspective, if so, we may avoid the pitfall that most cities are in as evidenced by mass dissent, violence in many forms and presenting a serious threat to the continuation of a decent way of life. Your elected officials must be people of vision, wisdom and integrity. Their objectives should be to plan wisely for the future and to preserve the good things we now have with the courage to correct the wrongs. However, they must have the understanding and support of the citizens in that effort or they cannot succeed and should not be held accountable for failure if the reason is lack of support. One of the vital ingredients to good government is an informed public.
