Press, Review, Wed., Dec. 12, 1984 - Page 18 Provo benefits from court program The Utah Eighth Circuit Court Alternative Community Service Program has provided 11.1 man years of labor donated to various Utah County public agencies since the program began in October, 1981. The program requires a defendant convicted of a criminal or traffic offense in the circuit court to work off hisher fine assessment, if the defendant can prove to the sentencing judge that no personal funds are available to pay the fine. According to Carma Smith, program coordinator, the primary beneficiary of the program has been the City of Provo, where defendants have been assigned jobs varying from cleaning windows to data entry on computers. A total of 12 agencies currently use the program. In addition to Provo City, other major users of this service are Provo School District, Utah State Training City and the Red School, Orem Cross. Michael R. Havemann, Eighth Circuit Trial Court Executive, indicated that the 80 percent completion rate for defendants assigned to the program is quite high in comparision to other programs of this nature the country. throughout "Completion success in large measure is due to the monitoring system established by court staff and the complete support and cooperation the court has received from the local agencies using the services of these defendants," Havemann said.
