The only "downsizing" foreseen in the next few years is a minimal decrease in manpower as directed from Air Force headquarters. However, as decreases occur, there is the potential that certain services now offered could be eliminated or reduced in scope, especially if the required resource or specialty isn't available within the Air Force. In these cases, the TRICARE contractor would till the gap by providing the service through the contractor provider network. In regards to the emergency room, a proposal is under evaluation to change from a operation to an "acute care" clinic. The clinic would be open until 11 p.m. weekdays, and from 9 a.m. to 3 p.m. on weekends and holidays. TRICARE implementation and future funding and staffing concerns will influence this decision. There are no immediate plans to reduce services; however, since this is a contract operation it is subject to future funding limitations. We used to get them Thursday, but now it's Saturday and I still don't have one. I work overtime different hours each pay period and I never know how much my pay is going to be. I don't have a bank that gives me the luxury of calling in and finding out how much my deposit was, especially on Saturday. Could you get them up to speed and get us our pay statements on time? When the base converted to the Defense Civilian Payroll System, the leave and earning statements started being mailed from Denver. The LESs are all printed and mailed as soon as the system processes all time cards for every base on DCPS. The system is still in an integration phase; consequently, there are system problems while off-bas- e.
