Isn't that illegal? A: Security Police conduct random vehicle inspections (not searches) of vehicles both entering and exiting the base. These inspections are directed by the base commander in accordance with AFR - 125-3- 7. The purpose of these inspections is to recover stolen government property exiting the base and prevent the introduction of contraband entering the base. While conducting these inspections, if govern: merit property or contraband is discovered, the inspection is terminated. The vehicle operator will be requested to sign an AF Form 1364, Consent to Search. If this form is signed, then a search will be conducted and evidence will be seized for prosecution. If the vehicle operator refuses to consent to a search, the Security Police contact the legal office for guidance. If any evidence is seized, a military member will be apprehended and a civilian will be detained for supervisor's disciplinary action or referral to the U.S. Attorney for prosecution. The report echoes findings of the first report issued in June 1983, Colonel Wolfe said. A total of 1,256 Ranch Hand people are included in the study. Comparison groups include the 1978 death rate for American white males, the Department of Defense retired life table for the same West the Point of 1956, all active duty class year, Air Force people and the entire civil service population.. Ranch Hand officers, Colonel Wolfe said, have a slightly lower death rate than the comparison group. Enlisted people in the study have a slightly higher death rate. Aircrews have a sliehtlv lower death rate, while show a slightly ifS?, death non-disabili-ty tions are authorized by the Internal Securitv Act of 1950. Signs are posted at base entry points explaining this, and that vehicles driven on base are suDject to inspection. Q: What is Selective Enforcement and how is it used? A: Selective Enforcement places increased emphasis on law enforcement trouble spots. It's directed by AFR 125-1- 7 and AFP 125-- Volume III. It can be used to identify thieves, speeding vehicles, DUIsr whatever the problem is. On Hill AFB, we have a special volunteer team that works most of these problems. They generally work on projects directed by the chief, Security 2, Police. It once was used for seatbelt utilization enforcement after a base study showed significant problems in that area. The team generally works during the morning and afternoon rush hours when the y flights are saturated with traffic control on-dut- problems. The deaths were attributed to stomach cancer, lung cancer and circulatory problems. Cause of one death is unknown. Colonel Wolfe contrasted the four deaths with 15 deaths in the comparison group, including four deaths due to circulatory failure, four from cancer, one homicide and two suicides. Colonel Wolfe said the study will continue since the subjects are still relatively young and healthy. While enough time has passed for some health problems to develop, the colonel explained, more time may be needed for other conditions that could be linked to herbicide exposure.
