While the reasonably priced $30,915-$34,690 LS represents a solid attempt by Ford Motor Company Com-pany to offer an import-fighting luxurysports sedan. Although the LS shares a rear-wheel-drive platform with Ford Motor Company's Jaguar S-Type, It'll appeal to an older crowd. Lincoln has a stodgy image, and needs LS "wow" styling that will motivate younger drivers to at least stop and take a test drive. Looks aside, Lincoln deserves a shiny gold star for offering the LS V6 model with a slick 5-speed manual transmission, when most U.S. and foreign rivals including the S-Type are offered only with automatics. The Lincoln has the car's 3.9-liter 3.9-liter 252-horsepower V8. While it has less power than the Jaguar version, the V8 provides the LS with strong acceleration. Lincoln figures most LS buyers will opt for the V8 and that only a small percentage will order the manual transmission. All LS models are well equipped, with items including air conditioning, AMFMcas-sette, AMFMcas-sette, cruise control, anti-lock disc brakes, remote keyless entry, and power windows and door locks. The LS with the V6 and automatic auto-matic has a $30,915 base price. The V6 costs $31,715 with the manual, but comes with equipment equip-ment including a sport suspension suspen-sion and higher-performance tires but not the traction control con-trol system standard for the automatic-transmission LS models. The top dog $34,690 LS V8 adds items such as dual front power seats and an automatic daynight rearview mirror. Offered for LS automatic-transmission models is a $1,000 Sport Package that contains the sport suspension and wider 17-inch (instead (in-stead of 16-inch) wheels found on the LS V6manual model A key option especially since this is a rear-wheel-drive car is the $725 AdvanceTrac system available for automatic transmission transmis-sion models. It does a good job of improving stability during ex- Council adopts revised policies and procedures The Orem City Council voted March 7 to approve a revision of its City Council Meeting Policies and Procedures. The revision, prepared by city staff, incorporated a number of amendments, additions, deletions, and clarifications discussed previously previ-ously by the council. City Manager Jim Reams noted that a major new provision of the document is the section on electronic elec-tronic meetings. The electronic meetings section begins: "The City Council may conduct con-duct electronic meetings where one or more of its members participate by means of a telephonic or telecommunications tele-communications conference pursuant pursu-ant to Section 52-4-7.8 ofthe Utah Code." An "anchor location", described in state law, is one ofthe provisions ofthe new section. The anchor location lo-cation is to be in the Orem City Council Chambers in the City Center Cen-ter at 56 North State Street. No electronic council meeting is to be held unless at least one council member is present at the anchor location. The meeting is conducted by the mayor, mayor pro tem, or a member selected as mayor pro tem specifically for the purpose of conducting con-ducting it. Public noticing of such a meeting is required as well. In section 3.3, wording was added to read; "Quorum: Four members of the council shall constitute a quorum. A minimum of four votes shall be necessary to take any action, ac-tion, except more as required pursuant pur-suant to 7-2." Section 7.2 requires a two-thirds vote of the council to hire the city manager, to expel a member of the council or the public pub-lic from a meeting, or to adjourn to a closed door meeting. The council also wanted a supermajority to be required to approve a property tax increase, a provision that should automatically go into effect if it is signed into state law this year.
